Tactics is good for specific skills that fit in specific builds. Stuff like Watch Yourself, Charge, Fear Me, Shields Up, can be very useful in the right circumstances. But in general, you're only gonna be taking 1 or 2 tactics skills at the most, and those should benefit your offensive capabilities or your team as a whole. Stay away from self-defense skills, for the most part they're uselsss.
As for a weapon, well, axe (penetrating, eviscerate, executioners) is easy to play, hammer has a bit more to it but is good for its purpose (i.e. knockdowns with some pretty good damage spikes), sword is generally inferior, although if you're using a non-attack elite, sword matches (if not surpasses) axe. But in general, you want to be using eviscerate/devastating hammer with axe/hammer respectively, and those will push axe/hammer above sword in terms of damage.

Tactics is a req if you're using a shield - use whatever the min req is, otherwise shield is not effective, especially if it's 'gold' or 'purple'.

I'm not really a runner but when I do I use the following build:
sprint
mending
orision of healing
healing signet
plus any other heals and protections you think you may need. Put all your attribute points into strength, heal and protection.
Then, when running, make sure that before you have to run through a large group of baddies that you're fully 'loaded' ie. full HP and all spells on - then 'sprint' like mad.
Take a couple of henchies with you as bait for the big one's : a healer and a fighter will do to draw some of the nastier monsters away, allowing you to get away clean.
Hopefully this helps

There are shields with a strength requirement that have the same stats as their tactics counterparts.

hvnt seen this on yet but here it goes and this is for experianced players only
attributes (U need to do the quests for extra attribute for this to work)
Healing 5 (around that ant way just add atribute points to this after Strength and Axe)
Strength 12 (11+minor rune)
Axe Mastery 16 (12+hat+ sup rune
n e thing else on tactics
Excrevite (im sure i spelt that wrong but its an elite you get in the last missoin gives a +42 dmg bonus and a deep wound)
Exercutioners (gives a +42 dmg bonus)
Penertrating blow (+21 plus armor penertraitoin)
Swift Chop give (+21 dmg)
sheild stance (stops u from dying and even with low tactics lasts a long time plus u can use skills at the same time as it)
Endure pain (gives the monks some time to heal you)
"For Great Justice"(double adrenaline meaning excrevite needs only 3.4 adrenaline ot charge)
healing breze (for a bit of healing should get around plus +5 at that healing level)

That's a good combo - I'd use a bow for long range (eg - when the nasties are in a tower or across the ravine), and then a good shield and sword for when I want to get stuck in a bit. very handy to be able to do both

What does "rune" mean? Like, when you say Rune+1 what does that mean?

A rune is something you can buy (from NPC or other player) or salvage off dropped armor. You double click it and apply it to your own armor for the benefits that it lists. For example a Rune of Minor Swordsmanship applied to your helm will give you +1 to your swordsmanship attribute. Most major and superior runes also will decrease your health. You can only apply runes for your primary profession.

Swordsmanship 12
Tactics 12
Strength3+1(helm)
Sever Artery
Gash
Pure Strike
Galrath Slash

It would help to know:
1. what skills you have currently
2. what your secondary is
3. how many attribute points you have
4. what weapons you have
5. what req the weapons are you have
6. what armor/rune combination you have
Without that information there really is no way to give you a "best" build for your specific situation.

I cant believe it! 8 Pages and NO GALE Build! I thought it was Common Knowledge! It works wonders in PvP Try it Out!!!
Stats:
Axe Mastery: 12+3+1
Strength:9+1(if you are using focus) OR 11+1(if you are using shield)
Air Magic:9(if you are using focus) OR 6 (if you are using shield)
Skills:
Flurry/Frenzy (Beware of DOUBLE Dmg Intake)
Eviscerate
Executioners Strike
Axe Rake
Sprint
Gale (Knock Down, Interupt, Great for against casters/runners)
Endure Pain (When things get nasty...)
Res Signet
Its an decent build over all, with high dmg output, interupt and conditions.
